No. Bourbon can be made anywhere in the United States, as long as it follows the federal rules for grain, barrels and proof.

What are the rules for bourbon?

Bourbon must be made in the United States from at least 51% corn, distilled to no more than 160 proof, aged in new charred oak containers after entering them at no more than 125 proof, and bottled at 80 proof or higher.
